A psychologist for inmates has knowledge of a secret, experimental brain implant, designed to change convicts' behavior so that they will not remember or repeat their crimes and, therefore, be able to return productively to society rather than remain in an increasing prison population. The procedure, however, suffers some imperfections: Three killers are at it again.

This movie was kind of entertaining in a sleazy way, because it was shot in the pre-Giuliani/Bloomberg/internet era in NYC. There are hookers roaming the streets, bikers, peep shows, and 42nd Street theaters in all their glory. Although it was released in 96, it was shot in 93, and then released on video later. The acting is not bad for a B movie, and the plot is kind of interesting, with its concept of reforming criminals with brain implants. Like all tolerable B movies, it has a good sense of humor, and the shootout scene in the porn store with the guy running out dragging an inflatable doll was hilarious. The direction and the writing were good, with some funny lines thrown in now and then. There were three or four very sexy women in the cast, and that played a large role in keeping it interesting.

This movie came out just a little bit too soon. We are currently on the fringes of brain mapping and control. This movie is about all those good doer experiments to put killers back out there into the real world. Most men will love the first scene with the woman going to the top of her apartment to do a little sunbathing. But she has a visitor. I think the movie does an excellent job of showing killers going off for any reason, sometimes just aggravated by a voice or a situation. There is no over the top killings, no super duper shots of blood splatter, but you get the idea, the person died and then you get to question yourself, "Who is really responsible for the murder."
